The Clifford Allen
Building is directly across 2nd Avenue North from the Tennessee Education
Association building (TEA) and diagonally across from the Stockyard Restaurant.
Major cross thoroughfares are James Robertson Boulevard (Victory Memorial
Bridge) on the south and Jefferson Street (Kelly Miller Smith Bridge) on the
north. Our regular office hours are Monday
through Friday, from 8:00 a.m. to 4:15 p.m., except for holidays.
As you might expect, business is somewhat
brisker at our office during a mass reappraisal year, like 2001 or 2005, but you
can contact us anytime to discuss your appraisal.
Most people only experience a change in
their appraised value every fourth year during the mass reappraisal -- the last
one occurring in 2001 and the next one scheduled for 2005. But those who
make improvements to their property during an intervening year may see their
appraisal change to recognize added market value. And, conversely,
property owners who have an improvement demolished or destroyed also should see
a change to recognize the loss of value.
We want every property owner to be treated
equitably and to have a fair market value applied to their appraisal. We
recognize that often the information needed to justify a change can only come
from the property owner, and we're ready to listen. If changes are
warranted in an appraisal, we have to make changes within certain time frames --
generally between January 1 and June 1 of the appraisal year.
Whenever an appraised value is changed, we
notify the property owner in writing of the change as soon as possible after it
is made. We also advise them of our review process. Appraisal change
notices generally are mailed in May, except for a reappraisal year, and our
staff is available to conduct informal reviews with those who want an
explanation of how the value was derived.

only by our staff, but through formal appeals procedures established by law.

The Allen Building is a red brick, one
story structure, which formerly served as the headquarters of the Nashville Gas
Company. Metropolitan Government purchased it in 1988 and it now serves as
our home, as well as that of the Office of the Davidson County Trustee and the
Agricultural Extension Service.
The building is named in honor of the late
Clifford Allen, a former Davidson County Property Assessor, who also served our
city as a State Senator and as Congressman from the Fifth Congressional
District.
